The Independent National Electoral Commission, INEC has annouced it will commence the distribution of the Permanent PVC voters card on November 7 in Lagos, Kano, Rivers, Adamawa, Borno, Edo, Imo, Kaduna, Katsina, Nasarawa, Niger, Ogun and Plateau states.
